There is not a specific dress code, but I wore, a white dress with high heels...and my hubby dressing pants and shirt...

When waiting in line for our marriage license in NYC, we saw a bunch of couples get married, some went in jeans, some were dressed up, we even saw one girl in a wedding dress. Its up to you, there is no dress code.
i'd have fun with it and do whatever you want!
